Andreu joined the team on 3 March 2025, just few days after he concluded his assignment as the Observer Coordinator of the European Union Election Observation Mission (EU EOM) in Kosovo 2025. He will be in charge of continuing the training programme at EODS, aimed at providing the necessary skills and knowledge to work as a member of EU EOMs.

Andreu has vast experience as an election observer with the EU, as well as other organisations. More recently, from 2022 to 2024, he worked as an electoral and political expert in the Carter Center’s Democracy Program, based in Kinshasa, Democratic Republic of Congo. Subsequently, Andreu was appointed as the electoral officer at the United Nations Office for West Africa and Sahel (UNOWAS), based in Dakar, Senegal. In addition, Andreu holds a PhD in Peace Studies.

Andreu replaces Jordi Barrat, who joined the EODS Phase III project in 2021, and was responsible for implementing a series of training activities, workshops and webinars. The EODS team also includes Holly Ruthrauff (Team Leader), Francesca Boggeri (Social Media Coordinator) and Claudia Aranda (Communications Coordinator).
